Human Rights Measure

This document addresses “states’ responsibilities to infants, toddlers, and children with disabilities and their families, and to the staff serving these children.” Questions and answers address: obligations of local educational agencies to students with disabilities, whether distance learning plans can be considered “as a contingency plan,” and the types of activities “other than special education and related services” that may be provided under designated funding during COVID-19.
