This legislative decree aims to establish prevention and protection measures for persons with disabilities in the face of COVID-19 including by incorporating the perspective of persons with disabilities in all programs, actions, and mechanisms that the State implements. The decree also aims to guarantee the rights of persons with disabilities to health, safety, non-discrimination, freedom of development and well-being, information, integrity, freedom, education, work, and participation, including by ensuring that all levels of government provide due attention to these issues.
