These “targeted measures” are designed “to increase basic people’s livelihood protection” including measures targeted at “migrant workers who have paid unemployment insurance but have not found a job,” timely “subsistence allowance and assistance” to “migrant workers who have not participated in the unemployment insurance and whose income is lower than the subsistence allowance,” and protection for “unemployed migrant workers who have been insured for less than one year since January last year.”
