COVID-19 Framework for Local Decision Making on Gypsy/Traveller Support
This document, which aims to “provide a framework for supporting Gypsy/Traveller communities living on public and private sites, and in unauthorised encampments in Scottish Local Authorities during the COVID-19 outbreak” identifies as an ongoing priority: “making sure people have access to the facilities they need to stay healthy and safe on camps including access to toilets, water and waste facilities.” The document also notes that COSLA’s (Convention of Scottish Local Authorities) Community Wellbeing Board “propose[d] that Local Authority approaches to supporting Gypsy/Travellers should be guided by . . . support[ing] Gypsy/Travellers in line with public health and human rights duties and principles . . . includ[ing] ensuring access to water and sanitation to meet basic health needs during the pandemic.”
