Guidelines for the Protection of Indonesian Women Migrant Workers in the Situation of the COVID-19 Pandemic (Panduan Pelindungan Bagi Perempuan Pekerja Migran Indonesia Dalam Situasi Pandemi COVID-19)

Date Enacted: June 2020
Country: Indonesia

These guidelines, issued by the Ministry of Women’s Empowerment and Child Protection in collaboration with UN Women and other institutions, address the provision of comprehensive services to migrant women, considering the “specific vulnerabilities and needs” they face. Noting the ways in which migrant women might be affected by COVID-19 socially, economically, and as a result of gender-based violence and human trafficking, the guidelines include interventions to be carried out at different stages of the migration process from pre-employment to employment to repatriation. Among others, the guidelines include provisions on social, cash, and other types of assistance; the removal of barriers to health services; the need for identification and disaggregated data collection to assess who is experiencing gender-based violence and human trafficking; and the provision of online counseling services to offer psychological support in dealing with COVID-19.
