Human Rights Measure
The City of San Antonio “propose[s] to build a collaborative, citywide, multi-government agency network between the City and other governmental entities to expand fiber capability and student access in San Antonio, helping mitigate digital divide issues in [the] community, specifically in student populations, K-12 and colleges/universities.” Several resources were used to identify “50 priority neighborhoods . . . with digital equity in mind.” The project timeline extends through December 2021. As of January 2021, “three of the five planned antenna sites” were online, though “existing and future” funding was identified as a barrier to the project; as of July 2021, a “new digital help desk program” was created as part of the project “with the goal of becoming a national model to help close the digital divide and the homework gap for students who lack consistent internet access.”
